The reason is that LTSC is an enterprise version operating system, and phone connection is a consumer-level feature. Microsoft disables consumer-level features by default on enterprise version systems
The solution is to disable the consumer-level feature
Open the registry editor, enter HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CloudContent

Then change the DisableWindowsConsumerFeatures
item from 1
to 0
Open the settings again, problem solved
